I know I'm a little late with this thread. SE cable is a 3 wire with 2 insulated phase conductors and a bare neutral. SER cable is a 4 wire with 2 insulated phase conductors, insulated neutral and a bare ground. Both outer jackets are the same. The only real difference is SER has a ground and the other doesn't. SE and SER cable outer jacket are flame retardent, moisture and sunlight resistant and is suitable for above ground installs. USE (underground service entrance) cable is moisture resistant but not flame retardant. USE cable is permitted for meter pans and other similar enclosures, but for indoor installs, it is only allowed no more than 6' indoors.
