Ok maybe I am totally over-analyzing this but it does seem to define 'main power feeder' for us.
Care needs to be taken as to where the ?main lighting and equipment panel board? is located. The first panel after the main breaker that has 10% of its circuits at 30 amps or less and uses a neutral is the Main Lighting and Equipment Panel Board. If the panel that the main breaker is in has 10% lighting and appliance branch circuit then it is the main lighting and appliance panel board and no other panel can claim this title and is just a sub panel.

334.80. Ampacity. . The ampacity of Types NM, NMC, and
NMS cable shall be determined in accordance with 310.15.
The ampacity shall be in accordance with the 60?C (140?F)
conductor temperature rating. The 90?C (194?F) rating
shall be permitted to be used for ampacity derating purposes,
provided the final derated ampacity does not exceed
that for a 60?C (140?F) rated conductor.
