Well actually no not based on 310.15(B)(6) but yes it could be for some types of loads like motors.

I assume you mean 4/0 alum. Yes it may be fused at 200 amp as long as the load does not exceed 180 amps. You may go to the next higher size breaker art. 240.4(B) since 180 is not a standard size. art. 240.6
