Prior to the 2002 code you were not allowed to have a raceway used for protection or support of a romex directly connected to an enclosure/box. However with the new wording of the 2002, which has stayed the same for 2005, it would appear as if it is now ok to connect the conduit directly into the enclosure/box on one end and install the romex into the other end of the conduit with only a bushing on the conduit. I need to know if that is the intent of the rewording of this article? The handbook illustration indicates this as well. The AHJ is not allowing this use I think because it was a violation for so long, they are not really seeing the new wording, but rather thinking of the old.

What section are you refering to? I don't recall a significant change ragarding this isue between the 99 and 02 code. However for the 2005, Section 334.15(B) has been significantly changed.

Many argue that NM cable was never alowed to be installed in a raceway when the raceway is being used as the wiring method and not simply for protection of the cable. The 2005 has corrected this issue by adding a change to each of the raceway sections 3XX.22.
