334.15 2005 Nec

Is there a code # for grounding EMT sleeves in NEC 2002? Electricians are using it to sleve around the poured top lintel in garages. They are installing plastic bushings but are not grounding the pipe. 2005 says it shall be grounded but only states "IN Unfinished Basements". I know I'm gonna here "This is not a basement". I always used PVC cause I was told too. I cannot find a referance for grounding in the code book. Any help??
 
try 250.86 Ex 2

Exception No. 2: Short sections of metal enclosures or
raceways used to provide support or protection of cable
assemblies from physical damage shall not be required to
be connected to the equipment grounding conductor.

Ok. 250.86 (ex 2) is the same in both codes. Now, does 250.86 (ex 2) over ride 334.15 (c) in 2005? Does 334.15 only apply to "Basements" and not "garages"? Why would there be any differance?
 
I may be using the term sleev in a different context. If 334.15 is employed

"NM cable installed on the wall of an unfinished
basement shall be permitted to be installed."

the present language (05) does not mandate the use of raceway in these cases, if it is used http://blog.bobb-bittner.name/wp/wp-content/IMG_1941_copy.jpg.

Then the emt (in this case) should be grounded per 334.15 (IMO)
