334.15(A) and spray foam

Right here.
Would NM cable stapled on the bottoms of joists when the cavities are fully filled with urethane foamed in place insulation foam be considered as "closely follow(ing) the surface of the building finish.." as required in 334.15(A)?

normally only seen in flood zones, as it will not saturate with water. A "finish" isn't always drywall or plaster. A "finish" can also mean however it is when it's "done".

I've only ran into this a couple of times, and wondered about it each time. I did not use running boards for my new circuits, but I did keep them along the edge of the basement or along some ductwork for additional "runnind board like" protection.
