34.5kV pole line distribution

I was looking for a fused cutout to be used on a 34.5kV line. I'm finding that the ceiling is 27kV and I believe that's a Line to Line voltage. If I want to impose a OCP at any point in a 34.5kV line do have to come down the pole to a ground mounted device?
