Is it OK (legal) to transition from RNC to RMC to take advantage of the 20' vertical riser while running a header in the overhead to drop to a control panel in the middle of the floor? I don't see anything against it but was wondering.

I do not see why not as long as the RMC is properly supported at the top before the transition to RNC.

Also you would have to make sure the RMC is adequately bonded.
