4/0 AL wire ok for commercial 200 amp question

The inspector tells me that 4/0 AL is good for 200 amp dwellings and commercial jobs both Because of the next size up breaker rule. But we cannot use the same 2/0 copper for dwellings and commercial jobs. NEC says copper is only good for 175 and there is a 175 breaker but AL is good for 180 and so since there is no 180 breaker we can use the 200 amp breaker for commercial. Does this sound correct?
 
There is a fine line between saying you can install it on a 200 amp breaker and saying it is good for 200 amps.
