Can you show me an instruction from a box manufacturer that says you can not make your own holes in their boxes? Without that, 110.3(B) does not apply. Of course 110.2 applies to everything.
Most "voiding a listing" violations would fall under 110.2, not 110.3(b). Unfortunately 110.2 is incredibly broad and vague so it gives inspectors basically unlimited power to refuse just about anything.
 
Exactly, thats how it works. Unfortunately many inspectors dont understand that and think you need to be given permission to do something.
The Listing simply says the item was manufactured to a certain standard. There is absolutely nothing you can do in the field that can change, modify, or void the listing.
It has always been up to the AHJ too insure that all Listed equipment is installed/applied in a manner consistent with its listing

Does the listing standard for boxes and enclosures even address knockouts?

Yeah i have always said there is no such thing as "voiding a listing". What one can do is modify something or use in such a way that the AHJ will no longer find the equipment acceptable per the powers granted them by 110.2
