I did not like the annex tables when they were first introduced - 1996 or 1999 can't remember for sure. They did very little except for cut down a few more trees to make the paper they are printed on.

How often does one run into having all same sized conductors in a raceway except for maybe circuits 30 amp or less? And even then majority of time you are probably only running 1/2 or 3/4 inch and occasionally 1 inch raceway. Some do always use full sized neutral when it could be reduced but most usually do not run same sized EGC as grounded conductors for circuits over 30 amps.

At one time it used to be all raceways used same fill table, even though there were some differences in actual raceway dimensions, was much simpler then, and you maybe used a little common sense for a long run that is a little tight and increased the raceway size. The difference between EMT and RMC area is not really that much - maybe changes number of 12 AWG's allowed by one in many cases, probably seldom makes much difference in how many 2AWG or larger you will get into a particular raceway.
