Drilling may seem more time consuming but overall its a better lookin job, and as said easier and less costly to fire caulk. Just make sure there is no radiant floor heat...as an apprentice I did some work at an old prison in PA the journeyman said drill here and left it was like the first time I ever did any core drilling. well things were going good, taking my time kept the vac going to catch the water so as not to make a huge mess. Well, guess you can visuallize the rest. They had metallic pipe for the radiant floors.

Because you have to be able to look in a fire stop manufactures book and find the exact application that you are doing. That's why. So if you have a big hole and they don't have it in their book with your conduits in it then you have to pay them to engineer a firestop solution for you.

Now these holes might be in a area that is fire stopped off from the rest of the building like a utility chase up the inside. I've seen those not having to be fire stopped.
