How about making it illegal to use the EGC for a grounded conductor for the manufacturers? They're the ones creating the problem, not electricians failing to provide a neutral.

Loopholes in listing I think is what allowed that before - as long as current was below a certain level they allowed it, but newer equipment may require a neutral?

I'm sure I'll get hammered for this, but why not pull */3 wire from 3 to 4 way and be done with it?

Not the NFPA, they do not have the authority. That would be one business telling another business how to do things.

Well what I read on these forums is that the NFPA and UL worked out a deal where the NFPA would start requiring the neutral at switch and UL would stop listing those devices.
