40 amp GFCI Breaker for 240v

If you have a 240 volt load without a neutral(grounded conductor), How does the GFCI Breaker work without the neutral(grounded conductor) and/or where does the neutral wire which is supposed to return to the breaker come from?

The neutral on the GFCI breaker must be hooked to the neutral on the panelboard otherwise it will not function properly. It does not need the neutral from the branch circuit to work. There have been many threads on this issue. Try a search.
