What's the best way to set up a 400 amp system for a duplex, each unit needing its own meter. The units are back to back, and the panel or panels will need in the same location.

Are you metering separately though the power company? Your local PoCo should have details on what is permitted in that scenario. Here in PA Service comes into a common meter set up with dual meters and circuit breaker for each unit. Than feeds into the panel in the unit which would each have a main breaker, although the main would be for convenience not required.

Probably a two gang meter pack with 2 200A disconnects. You MAY be able to use 230.40 exception #1 to feed main breaker panels in each units from a two gang meter with no disconnects. I would clear that with the inspector though just make sure he considers each unit a separate occupancy.
