400 Amp Junction Box

I work at an IBX close to DC and in the new building they installed 90 degree j- boxes above 400 amp panels. They branch circuits come into these j- boxes along with the feeders. The problem is that there is a 24" x 18" cover on the j- box with a fiber tray running across the middle 9" away. This maxes it very hard to add branch circuits to these new panels. Does anyone know the code for this situation. I don't have a code book on site here. Thank You.

If I understand you. In DC they are still under the 96' NEC see 99' NEC 110-26(3) for the change.....If I have your mental picture correct.
