NEC doesn't say anything about it (for or against). Other codes or the supplying utilities may have their own rules.
I hate it when they don't mind but want the electric to be a foot above or below or whatever. Just means you have better chance of hitting whichever one is on top when you need to excavate one of the utilities sometime in the future, I'd rather they all be close to each other ....
that way you can damage all of them at same time when excavating

Guy is gonna trench 5 foot hole for water than he will backfill 2 feet than I'll lay my wires in there so it's not gonna be on top of each other
