Since a two gang meter base ( 2 - 200 amp) is not available from supply stores here, the customer and POCO and inspector are ok with me installing a trough, with 2 - 200 amp disconnect combos on each side. POCO says they will come underground with 350 Al, and I plan to use 3 barrel insulated lugs inside the trough. How big of trough should I use ? Thank you !

350 kcmil requires a 5" gutter for deflection. You can check that against the length of you insulated tap. Fill should not be a problem
You might want an extra port on your neutral tap for a bond to the gutter (or use a neutral bar)

I see, thank you, I had forgotten about that bonding. What size wire is needed for that bond if I use a 4 barrel neutral lug ?

6x6 gutter would be compliant but you might find 8x8 a lot easier to work in.

Bonding jumper per 250.102 needs to be 2 CU or 1/0 AL.

Interesting that the POCO only seems to be giving you about 250A. I guess that's up to them if the trough is the service point.
