Underground service coming from the front.

Where/how would you configure a 400 amp service? 2017 NEC

Notice the water and gas are in place.

Two sheets of OSB are covering egress window openings in the basement.

Doesn't your utility tell you were they want their service. We have to get a meter spotter out before Installing any new or upgraded service.

just curious why are you still using a 2017 reference.

There's no place close enough to place 2 main breaker panels inside, so I would have to use at least 1 exterior disconnect and a subpanel. And there's not enough room outside for that. There's about 2 feet of width
Sacrifice the left basement window, frame it up continue the siding and then you'd have plenty of room for the upgrade. .. just a thought

Nice .. but forget about running future circuits up or through the back.
He mentioned the side windows preventing fitting both panels back-to-back to the meter, so back-to-back is obviously an option. My suggestion means that only the meter would have to be outside.

We don't necessarily have to get a spotter to come out. I will on this one. But I wanted to get some opinions here because the spotters are open to suggestions if it's a very tricky placement.

I mentioned 2017 so there wouldn't be any questions about whether I need emergency disconnecting means outside

We tried that, and just to be honest “spotters” do not have the code education to suggest to licensed electricians where to put a meter base.
Now the electrician installs the base where it passes code, and we come to the base if it’s convenient enough, or someone gets a pipe from the Meterbase to a point we pick out, and charge accordingly.

I just realized you might have had a different meaning than what I understood initially

In our entire area, each municipality adopts whatever code cycle they want. I think we have about 175 municipalities in the metro area. The oldest adoption I'm aware of is 2002 in a small rural area just outside the Metro. The newest I'm aware of is 2017. Seems to me about two-thirds of the metro area has adopted it.

POCO guys here only get involved with "spotting" to verify whatever you want to do complies with any of their rules. Most time they don't care where you want it, just that whatever location you choose complies with their rules.

Appears there are only 16 states that have adopted the 2020 as well. Link above goes to a page that tells what is where, on a state level anyway.

If you are installing 2-200 amp panels, why not a meter main with 2-200 amp mains?

Then your indoor panels won't even need to be grouped together

I've never had the occasion to price one, but here is the one Augie suggested. I like it, but that price is more than I charged for the entire service20220304_110142.jpg
