When building a 400A service, is it permissible to use a short 2" PVC nipple between the 320A meter can and the first 200A disconnect and a short 2" PVC nipple from the 1st disconnect to the 2nd 200A disconnect, using the 1st disconnect as a raceway? Are the short PVC nipples required to be strapped?
 
Are they required to be strapped, unfortunately yes. How long are they? A few inches in length I wouldn't bother.
 
Yes, because the first nipple carries two sets of the same kind of wires, service conductors.

You can not, however, run the first disco's feeder conductors through the second nipple.

The first disco's enclosure can contain both kinds because an enclosure is not a raceway.

The first nipple is big enough for both sets of conductors; the second one could be 1.5".
 
Looking at 312.8 (3), would any of you say that I would need a warning label in/on disconnect #1 stating where the other service conductors that feed through terminate. I hate to assume the obvious.

Literal interpretation yes although I've never seen it called for in this situation.
