That would be wonderful, but unfortunately it seems everything has to be as difficult as possible lol. So to make it easy on me I may just opt for the 400 amp main panel with a 200 amp sub feed and call it a day. Unless they make a 400 main breaker panel with feed through lugs or something of the like that is listed for the purpose.
 
Jesse, square D has several NQOD panelboards that would do what you want...either a 400A MCB panel with up to 225A subfeed breaker, or a 400A MCB panel with feed-through lugs (for a 400A feeder to your 2nd panel).

If you have their digest look on pages 8-5 to 8-12. I don't think they are stock, but you can order the tubs to get started, adn recieve the guts later. You can use bolt-on or plug on breakers with NQOD's (QO breakers).
