400a service, 400a transfer switch, 2qty 200 disconnects in between

This is our scenario.
Will it work, is it safe? Single phase residential.
400a service, 400a transfer switch, 2qty 200 breaker disconnects in between.
Both feeds join again in transfer switch.
Seems we need to put one leg on each breaker disconnect to avoid backfeeding instead of both legs on both disconnects.

Is that ok? We had minimal room so we did not do a 400a disconnect.

Service goes directly to transfer switch but transfer switch is inside the house so we netoed to disconnect it.
Both 200a breaker disconnects are bonded etc and first means of disconnect. Transfer switch is not service rated and neutral and ground are separated.
250kcmil AL XHHW-2 for hot legs, 3/0 neutrals.
 
2 200 amp transfer switches would have been another option that is code compliant. Or even just one transfer switch and place all the loads you most desire to be on standby on that particular feed.
