400A service rated disconnect feeding (2) 200A main-lug only panels

Hello, I am wondering if this installation that passed inspection is actually code compliant or not. There is a 400A service rated fused disconnect feeding (2) 200A main lug only panels. The disconnect is fed with (2) sets of 4/0 aluminum XHHW and the panels are both fed with a single set of 4/0 aluminum XHHW from the load side of the 400A fused disconnect. I have attached a photo of the install, the 2nd panel isn't installed in the photo but it is fed the same as the first panel and landed on the load side lugs, which are rated for 2 conductors. My question is does this pass the 10' feeder tap rule? Is there an issue supplying a 200A panel from a 400A fuse?

As texie stated you would need an OCPD because the tap rules would apply. You could also run two sets to each panel and eliminate the OCPD's ahead of the panels but the panels would need to be 400 amps.
