400amp as/af service 3 -200 amp panel?

Is there a problem if the 400 amp disconnected switch service 3-200 amp panel (150 breaker each). 3 units are all office

As long as you properly protect the feeds to each panel with the correct size wire and overcurrent device (breaker or fuse) and not exceed the panel rating you are good.

Unclear exactly what you propose, but Sounds like you might be making feeder taps. See 240.21.

As EF stated you would need to follow the tap rules since you're tapping after the service disconnect and creating three feeder taps. One way you could eliminate the taps is if you fed the panels with 400 amp conductors.
