406.9 C bath receptacle and glass shower

Hello there. I have this builder complaining that Installed the receptacle for the left basin on the mirror and not per plan.
But to me understanding in can’t be within 3’ horizontally from the shower stall. And not sure if the glass will be considered a separating by a fixes barrier, since it doesn’t go all the way up.
Would be ok to install the outlet on the wall per plan?
There is no city inspection or ahj.
But they do 3rd party inspections and those guys are morons always enforcing paraphrases code made by them, that changes requirements and they want us to comply.

Also what about this one.
Per plan under the window, but it doesn’t fit.
So we move it to next.
But will it be ok to put it right at the end?
It will be similar. Haven't measured yet, but jf is over 3’ from door should be ok?

Yes, I would have placed it per plan.

I’d say builders a moron look at that narrow space you can’t use for anything— you put it in the best spot. Stand your ground

Second pics a little bit more usable but still a dump spot-
Look at the Legrand pop receptacles with a glass front will make you look like a champ
 
For better or worse, I think that with the language in 2023 NEC 406.9(C), it matters whether the fixed glass panel goes to the ceiling or not. Because it refers to "any outside edge" of the shower stall, and if the glass doesn't go to the ceiling, the top edge of the glass is an outside edge. And 406.9(C) further explicitly includes the region below, down to the floor.

So I think that in plan view, the receptacle has to be at least 3' horizontally from any edge of the shower stall space, includes the top edge of a fixed panel that doesn't go to the ceiling. You can draw a quarter circle of radius 3' over the sink, centered at the top corner where the fixed glass meets the wall to the side of it, and 406.9(C) prohibits receptacles within that region of plan, from the floor up to 8' above the tub rim or shower threshold.
