Where the lugs have the service conductors connected to them.
I thought that too but as I read the section a few times it's written to say only service panelboards. Non-service switchboards and switchgear would require the barriers.

408.3(A)(2) Service Panelboards, Switchboards, and Switchgear. Barriers shall be placed in all service panelboards, switchboards, and
switchgear such that no uninsulated, ungrounded service busbar or service terminal is exposed to inadvertent contact by persons or maintenance equipment while servicing load terminations.
 
This relocation was made so that the requirement applies to all equipment used as service equipment. In the previous code the barrier requirement only applied to the equipment covered by Article 408. Other equipment such as fused disconnects and motor control centers are used as service equipment and present the same hazards as the equipment within the scope of Article 408. With the relocation of the rule, it applies to any equipment used as service equipment.
