Is this article telling you that you can use a breaker to manually start and stop a motor of unlimited HP? Im confused with this article and 430.81 (A) which limits this practice to 1/8 HP or less.

Specifaclly an inverse time circuit breaker, Yes I would say you can.
 
You would think the LRA on the motors would rapidly deteriate the breakers contacts and set up an unsafe condition. It would be hard for me to install a breaker for this situation,especially a larger HP motor.

In our area here in southeastern Ma., POCO won't allow any across the line starting of 25 hsp motors or larger. You would have to use a soft-start controller. I'd check with your local POCO

The code states it can be done provided it meets all the requirements for the application, not if it is a good idea up to a certain HP. This leads to the statement I have seen here several times, the NEC is a safety standard, not a design manual.
