On the other hand everybody driving a plug in... Hybrid... that could happen rapidly. The battery rocks in that situation absorbing braking energy, and offering torque the gas motor then need not supply.

Note by "crap out" I mean in software, detect overvoltage, and turn off control pilot, thus causing the EVSE to turn off power. They set the threshold just a might sensitive AFIK.

R&D, and % of renewable energy used, is increasing in every other civilized country, except the US. The demand may buy it, wherever its made.

With advancements in hydrogen reformers, micro grids, & portable nukes, hardened by socialist regulation, US utilities may let them build it for US.

Sorry, the NEC uses "fixed in place". I got jumbled. They are so similar in my mind.

But "Mounting means of an EVSE attached to a wall or surface with fasteners that require a tool to be removed."

So nothing on wheels / carts and nothing, by that definition, that could be cord and plug connected. Since cord is can't be used "As a substitute for the fixed wiring of a structure".

There are a TON of uses for wheeled EV chargers. There was an aircraft vendor that tried to get an exception
allowing locking connectors, for wheeled DC fast chargers to be wheeled or driven to specific airport gates. No dice.
