480 volt feeder passing through a 208 volt panel

I am pretty sure that this is a code violation but I can not find the NEC article.
I have an existing wastewater facility that has a 480 volt panelboard main feeder that is passign through the top corner of the 208volt panel that is installed next to it.

Is this a code violation and what article is this under.
 
Unless the space requirements have been violated (as Buck mentioned), or one or the other is an emergency system, I don't see a violation in the installation described. I wouldn't say it's a great design, but that's easy to say, sight unseen.
 
200.6(D) May give you an example that it is allowed.
