We have 3 phase 480V. We will also have 208Y/120V 3phase for building loads but for the apartment units, the above is what he wrote. Of course I didn't want to seem like I dont know what that is, hence my question in this post.
I did my calculations and everything based on 208Y/120 for the apartment before he asked me to change it.

You CANNOT get 240Y120, the math doesn't work.
If you have 240 3 phase 4 wire "high leg", you only have 120/240 on two of the phases to the center point of one leg, so you have a LIMITED amount of single phase 120V capacity relative to the size (and cost) of the transformer, plus you will end up with an inherently unbalanced system with respect to the 3 phase source. COULD it be done? Sure, with a lot of careful attention to which floors get which legs, and a lot of extra money (compared to just going with 208Y120).
