480v fire

I was called out to a fire in a 3,000 amp 480 volt service that is fairly old and has no GFPE. 2 fuses on the primary side of 2 separate utility poles burned but not the main fuses in the panel.

Is it solidly grounded wye system of over 150 volts but less than 1000 to ground? If not GFP wouldn't been required.

it was built before GFPE was required, it is a 277/480v
