480V Panel as a raceway

Drawings called for a 480V motor load. The motor installed on site is 208V. Underground conduit is installed directly into the 480V panel and cannot be modified. Can the 480V panel be used as a raceway to route the feeder from a 208V panel? All conductors will be 600V THWN

Is this a code violation?

See 312.8(A). There are various rules as far as marking that vary based on what code edition you are using, but all editions permit this.
