Also possible primary voltage got onto secondary somehow---faulted transformer, primary contacted secondary conductors of transformer....who knows. I imagine after a hurricane, there are lots of distribution lines that are not in great shape. For all 5 homes to have fires would require quite a bit of power for quite a bit of time....seems to me, anyway. Suppose we'll never find out what happened, but I for one would sure like to know.
