1. The skin effect and inductive reactance are proportional to the frequency, if a 50Hz breaker is used in 60Hz, it may cause overheating of the conductor or the copper components in the breaker.
There is no way that skin effect is going to make an impact on performance, based on the difference between 50hz and 60hz for molded case breakers. At 60hz, skin effect is not even considered a factor for any conductor smaller than roughly 300kcmil.
