Can that be moved with electric pallet jack? I know it's a very heavy piece of equipment and not certain if always "rigged".

Probably. Larger electric pallet jacks can move about 6000-8000 pounds. You can always sit one end of the transformer on skates and "push" it with the pallet jack. Once on the pad we use rollers (3/4 RMC) to get it in position. I've posted this photo before.

We always used Rol-a-Lifts for that type of work. Typically to set on a pad, we would use three. One at the far end, and two on the sides at the end closest to the pad. At the pad, we would use RMC as rollers, as suggest by Rob.

We've used them too but I'm not a big fan for large equipment. Using a motorized jack to do the pushing makes handling the big stuff a two man job. They also can crush the enclosure when you jack them up for very heavy stuff.

You do have to be sure you are on the frame. Never had any opportunity to use a motorized jack.
