Could someone tell me if they talk about the same receptacle(those in the first sentence and those in the exception paragraph)

if not, what are the majors difference bettween them

No, they are different. See this page as an example of the "first sentence" type. The exception refers to "general purpose" (ordinary, grounding type) receptacles.

Today, the exception is actually "the rule" in most Class III facilities with good housekeeping practices. Most fibers and flyings are "vacuumed" out in enclosed air transport ducts.
