555.12 Load Calculations for Service and Feeder

Our yacht club is looking to expand our dock capabilities for our members. Our electrical service is limited at 600A We have 6 100A feeders that then are distributed to the stanchions for the boats.

We would like to feed 6 each with 2 30A outlets. Which could be 180A and with the adjustment factor of 90% or 162A. We are using 2GA wire from the 100A feed breaker to the stanchions. Obviously all boats connected can not each draw 30A. We do not anticipate this, our expectation less than 10A on average.

We are in NY State where 2017 code is still the adopted standard.

My question since we are only supplying a max of 100A on this feeder, would we still be able to get an electrical inspection certificate?
We have been trying to get an answer from local electrical contractors, but it is difficult to get them to respond to bid on the job.
I am an electrical engineer, familiar with other parts of NFPA, but this outside by expertise.

Hoping go get some clarification here.
