Cable assemblies and flexible cords and cables shall be supported in place at intervals that ensure that they will be protected from
physical damage. Support shall be in the form of staples, cable ties, straps, or similar type fittings installed so as not to cause
damage. Cable assemblies and flexible cords and cables installed as branch circuits or feeders shall not be installed on the floor or on the ground.

At the construction site, I saw temporary cables and cords run on the floor all times, will it violate the above code?

Were these cables branch run as circuits or feeders?

Ever gone to a county fair. Not 100% to code but still common.
Article 590 is geared more to construction sites than event sites (see 525.20, which does not prohibit cords on the ground, no one, that is NO ONE, is going to string a bunch of 4/0 type W cables for a stage or cluster of rides on any kind of structure; they're going to be laid along the floor in nice rows).

At construction sites, I've seen hard service cords on the ground and don't think it's a problem, that rule seems more aimed at things like AC or NM on the ground.

IMNSHO 590 is not well written .
