60 amp service

Can someone help me? I need to know what the Code is or says about renting a house out w 60 amp vs 100 amp service. I understand the safety ramifications and have already changed it to 100 amp but have a renter who is threatening me cuz it had 60 amp when he started renting. I'm at my wits end.
