Can anybody tell me what "midpoint return" means? And incase that doesn't clear up what this section is saying, can anybody tell me what this section means?

And while I'm at it, is 600.42 saying that the connections at the tube need to be covered or enclosed?

And 600.42(A) do those connections have to be locked or something?

I'm not installing this, somehow it's become my job to identify code deficiencies in this installation. So far there are at least four.

Midpoint return is just that, from a neon transformer you spilt the load of glass tubing, say 25 feet on each side of the xfmr. Lets say you are doing outline lighting, the xfmr is place in the center of the tubes with 25 feet on either side. From one end of the xfmr you go to the first peice of glass and the the others are conected in series. At the end you would hook them to a conductor that ends up on the "midpoint ground post" of the xfmr. repeating the same on the other side. These returns are conected to the midpoint of the transformer. What this does is even on a large neon transformer say 15,000 volts splits that voltage to 1/2 or 7500. As far as the "covers for the ends of tubes or electrodes as they are called there are numerous listed covers to accomplsh this. They are very easy to see on outline lighting. If you are talking about letters they are probaly in PK housing which are also kisted for this purpose. From my experiance deficancies and sign guys are the norm

This is almost fun counting the violations on this thing. :D
