680.21 A4

Got cited today for running 4-3 romex in a dwelling to feed a j box on exterior for the pool. Pool builder was to come off of my j box install with pvc in future. This is new construction single family. Inspector stated yes 680.21 a4 permits romex but 680.25 states it must be in conduit. ?? any input would help

680.21 is only for pool motor branch circuit, 680.25 is for a feeder... which one was the 4-3 NM for? :roll:
 
It was fed from a 400a main on the house to supply the pool equipment panel I ran it to the far end of the attic down to the location where the pool contactor could use it to supply his panel

It needs to be in conduit...
