Does 680.25 (a) and its exception,typically mean that if you have enough foresight to install a subpanel for a pool before the pool gets there you can put it in romex,but if the subpanel must be installed later because you are getting a pool the wiring must be installed in one of the acceptable raceways and romex cannot be used?

This will be up to the authority having jurisdiction. Obviously, you can install a panelboard anywhere you want, and if someone comes along later and uses it for pool branch-circuits, then that meets the exception. However, if the house plans call for a pool, and you install a panelboard before the pool is there but is intended for pool use, it may be wise to use one of the allowed methods.
