Based on Comment 13-96 during the development of the 2011 NEC, it appears that the intent is to allow the fire pump equipment and conductors to be located within the same enclosure with emergency loads.
 
Fire pumps are actually rarely considered to be an emergency load. The IBC requires fire pumps to be considered a standby load for high-rise buildings.
Following up on this item again regarding high rise buildings, I just noticed that the 2009 IBC moved "electrically powered fire pumps" from its previous location in the list of standby power loads (403.4.7.2) to the list of emergency power loads (403.4.8.1). Note that these paragraphs within Section 403 are numbered differently from the 2003 and 2006 editions.

Looks like I need to take a look at a more current edition of the IBC. When I was in Plan Review we were enforcing the 2003 IBC.
