69kV cable in existing 30" pipe for 20 miles??

I had someone ask me today if it was okay to run a HV line (69kV) in an old 30" CS Pipe that was once used as a crude oil pipeline. I looked all over and can't find something that says yes or no. The distance is about 20 miles. Obviously the pipeline will be cleaned and sealed at each end, and there will be a nitrogen blanket in the pipe to keep critters out, as well as arcing potential to be minimized.

I'm stumped.
 
I would think the biggest challenge would be the pull points.
The pipe itself wouldn’t be a problem.
It’s just transmission voltage cables in a steel pipe. It’s done frequently under sounds and large river crossings.
 
While petroleum pipelines have very strict requirements on weld quality, I'm not sure that the interior side of the welds would need to be totally free of rough edges. So it might be appropriate to verify that this will not be an issue that could compromise cables during pulling operations.

I wouldn’t think the interior welds would be an issue if the line has some age on it. Especially if they have ran a few pigs through there.
If the line hasn’t been used in a while I would be concerned about the abrasive scale on the inside rubbing the jacket off more than a weld joint.
