Substations are usually not covered by the NEC since they are mostly owned by the utility.

Incidentally, there is no requirement in the NEC to round up to the next rating. It is a design choice where allowed.

When you get to that size, the components might be off-the-shelf but the sizing, arrangement, and settings are very much engineering choices. It also could well require more complex protection than a simple overcurrent circuit breaker.
