Don I believe we where taking about branch circuits, Brains picture was a 400 amp feeder.

I don't find many people messing with 400 amp breakers and I doubt many 20 amp branch circuit breakers have blown apart like that.
I agree that is unlikely for a branch circuit breaker, but we are talking about the lack of selective coodination so I am assuming that more than just the branch breaker tripped.

Can I get any input on my Question #2? Can I essentially take a branch circuit wire, cut it a few inches from the breaker, and use wire nuts to connect each of the cut sections to a fuse holder, and leave that fuse holder dangling (i.e., it will not be mounted to the enclosure), without invalidating the UL listing, and without violating any NEC requirement?

Aside to Tom: This is a new building, so the WAC rule citing the July 2006 date does not help. Thanks anyway. I had not been aware of the WAC rule.
