Our AHJ (Clark County - Las Vegas) is pretty concise in their determination of where Emergency and Normal Power can coincide in the same device or box: In an ATS (naturally), and in fluorescent fixtures so designed to contain normal power and emergency power. Everywhere else they actually require a 2Hr fire rated separation between normal and emergency power .
So imagine if you will, an ATS on the 35th floor of a high rise building requires a special chase to be built (2hr fire rated walls) within the core electrical rooms (that provide normal power) on each floor of the high rise as you go up.
From an Engineering an Design perspective, I would not place emergency and normal power conductors in the same box, vault, or manhole regardless of barrier system. This simple mistake caused the Bellagio to go without power for four days because normal and emergency feeders went through the same manhole. The conductors were all fire-taped, and still there was a failure between the two systems. The insurance claim was for $4M.
