First I suggest you try to avoid Article 708 like the plague and be sure you really have to follow it. It is a PIA.

My understanding is that it only get implemented by a contractual requirement or a rogue AHJ. Even when it is a contractual requirement, in my experience they back down when they see the cost of design and construction.
