Maybe they"re GE breakers! 240.4(D) 240.4(G)...certain appliances...I don't see hot water heater on that list, but, then, I don't see a lot of things...Amen!

I think the real question has become: if you put kermit the frog in a toaster oven for fifteen minutes would he be toasted, a crispy critter, or totally burned out? Or, is he rated to cook for five minutes max, and therefore only listed as fit for intermittent duty?
