802.11b cable installation

Can an installer install the LMR-400-DB cable from a roof top to the inside of a building without going to a LMR-400-FR (or CMR rated cable) cable if the length of the cable is under 20 feet inside the building?
The cable will have 12volts DC and 15dBm of RF power on it. I have been looking at the NEC 800 spec. Thanks

I install a lot of LMR 400 and LMR 400-FR. The DB is not a listed cable, LMR-400 is but not for inside the building. I run LMR-400 to the impulse supressor which is just inside the building wall, then LMR400-FR to the cabinet. You either have to install a listed impulse supressor or bond the cable coax to an acceptable grounding electrode. The impulse supressor I use "polyphaser" is not listed, but it does bond the coax sheath. the NEC rules for this are in Art 820, see:
820.10, 820.33 and 820.40
Make sure you bond the impulse supressor & ground rod to the building electrical grounding system at one point. I use 2 AWG but only for physical protection.
